1999 had a record total of 61 lighting disorientations. Reports estimate that over 1,000 hatchlings were disoriented. 99 were actually found dead. This represents the most disorientations we have ever had for one season. At the end of June 1999 our County Council enacted a new lighting ordinance that prohibits lights from being seen from the beach. Several businesses complied and placed shields on their lights or turned them off, but a vast majority did little on their own. In the main part of Daytona and Daytona Beach Shores, we were placing a restraining cage on the nest, trapping the hatchlings and preventing them from disorienting. These cages are closed at dusk and checked during the night and then opened at daybreak. Cages are very detrimental to hatchlings because the hatchlings can be in the cages for hours before being released and they use up a lot of precious energy. For the 2000 season we only caged one nest that was located in the "core" area in front of the Boardwalk, which is exempt from the lighting regulations. Volusia County has hired 2 code enforcement officers to enforce the lighting ordinances, and has also done away with the policy of allowing lighting violators to begin each season with a clean slate. Outstanding violations from the previous nesting season will be brought before the Code Enforcement Board when the nesting season resumes each year. Despite the new lighting ordinance, the 2000 & 2001 nesting seasons still had their fair share of disorientations.
